You said that you would like to take the

opportunity of our representative being at the Treasury with a representative from the Air Ministry to have a talk about the particular question of what would be a fair share to be borne by Home funds of the expenditure which the Colonial Government has incurred in respect of the extension of the Kai Tak Aerodrome, which was referred to in the letter from the Air Ministry to the Treasury of the 1st of October (No. 9.33302 (F.5)). Would you kindly let me know whether it would be more convenient for our representative to come over to the Treasury before 11.0 o'clock on that day for this

purpose?

You will remember that I made it clear that we regard this question as quite distinct from that of the future provision of land for Royal Air Force require- ments, and that we feel that, until a settlement has been reached on the Kai Tak expenditure, we cannot expect

the Hong Kong Government to regard this as a favourable moment for inviting them to incur further liabilities.
